Luce-Celler Act of 1946 - The Luce-Celler Act of 1946 was proposed by Republican Clara Booth Luce and Democrat Emanuel Celler in 1943 and signed into being by President Harry Truman on July 2 1946, granting naturalization rights to Filipino Americans and Indian Americans and re-established immigration from India and the Philippines.
